The Center for Rule-making Strategies (CRS) is delighted to welcome Dr. Bates Gill, Professor at Macquarie University in Sydney, Australia. One of the world’s leading China experts, Dr. Gill has held leadership positions in world-renowned think tanks, including SIPRI, CSIS, and the Brookings Institution.
In this public seminar, Dr. Gill will address two topics: Chinese influence activities (which builds on his recent article in The Washington Quarterly) and how US allies are coping with the “dual dilemma” of a rising China and an uncertain America.

The world has entered a new era of “great power competition.” While this competition will have a military dimension, its primary arena will be economic. In this world, it is essential that governments have a clear and unblinkered view of the international environment in which they are operating, an understanding of the tools of economic statecraft, a strategy to advance national interests in this world, and policy mechanisms to ensure that all three of those factors align. One way to ensure that objective is the creation of a National Economic Council.
The Center for Rule-making Strategies is delighted to host Dr. Marcus Noland, Executive Vice President of the Peterson Institute for International Economics, who
will address the topic of economic statecraft for the 21st century.
Dr Noland is a distinguished economist, analyst and author, who has served as senior economist at the Council of Economic Advisers in the Executive Office of the
President of the United States during the Clinton administration. We hope that you can join us for what promises to be a fascinating conversation with Dr. Noland.
