Tsuyoshi KUSAMA was born in Yokohama on January 16, 1982. He became the youngest member in history to be elected to the Yokohama City Council at the age of 29. He is currently serving his second term in office. He was also the youngest member to become the Executive Committee Member of the Federation of Yokohama City LDP Branches.
He was instrumental in establishing the LDP Study Group on the Realization of Hydrogen Society Evolving around FCVs in 2013, where he served as the Representative of Local Assembly Members. He has since then been the leading political figure promoting hydrogen policy at the level of local municipalities.
He is a five-time winnter of the ”Manifesto Awards,” which recognizes excellence in policy-making by local government representatives. He is also the Co-Chair of the Caucus on the Promotion of Local Government Manifestos.
Kusama is currently the Chairman of the Special Commiittee on Metropolitan Administration and Finance System at the Yokohama City Council. He is also the Deputy Secretary-General of the Federation of Yokohama City LDP Branches
He is a Lecturer (part-time) at the Kanto Gauin University. He is also a Visiting Researcher at the Center for Rule-making Strategies, Tama University. He holds an MA from the Okuma School of Public Management, Waseda University.
